Demons can be sent from the Lord to discipline people
God can discipline people if they sin:
It is written: "you-did not yet resist to-the-point (of) blood (while) struggling against SIN. And have-you-completely-forgotten the exhortation which speaks (to) you as sons?: “My son, do not be-thinking-lightly (of THE) DISCIPLINE (OF THE) LORD" (Hebrews 12:4-5), "(the one) whom (THE) LORD loves HE DISCIPLINES" (Hebrews 12:6).
The purpose of God disciplining people:
It is written in Hebrews 12 that a purpose of BEING DISCIPLINED is for example to later yield the fruit of righteousness to the ones trained by it, as it is written: "all DISCIPLINE [paideia 3809 in Greek] for the present does not seem to-be (a thing of) joy, but (of) grief — but LATER IT-YIELDS (THE) PEACEFUL FRUIT (OF) RIGHTEOUSNESS (TO) THE (ONES) HAVING-BEEN-TRAINED BY IT" (Hebrews 12:11).
It is also written in Hebrews 12 that a purpose of BEING DISCIPLINED is to share in God's holiness, as it is written: "we-had fathers (of) our flesh (as) discipliners and were-respecting (them) — but shall-we not much more be-subject (to) the Father (of) [our] spirits and live? For the (ones) WERE-DISCIPLING [paideuо́ 3811 in Greek] (us) for (a) few days according-to the (thing) seeming (good to) them; but the (One does so) for (our) benefit, SO THAT (WE MAY) SHARE-IN HIS HOLINESS" (Hebrews 12:9-10).
The heart of God is not to condemn people when disciplining them, but that people turn from their sins when they are disciplined so that they may not be condemned with the world, as Paul wrote: "WE-ARE-BEING-DISCIPLINED by the Lord IN-ORDER-THAT WE-MAY NOT BE-CONDEMNED with the world" (1 Corinthians 11:32).
God can send evil spirits to people:
It is written: "GOD SENT AN EVIL SPIRIT between Abimelech and between the men of Shechem" (Judges 9:23).
It is written: "AN EVIL SPIRIT FROM GOD came upon Saul" (1 Samuel 19:9).
It is written: "THE LORD PUT A LYING SPIRIT in the mouth of all these your prophets" (2 Chronicles 18:22).
God can send evil spirits to people if they sin (to discipline them):
If people sin, God can (in principle) discipline people by sending evil spirits to them, so that they would come to turn from their sins and fulfill what they were supposed to do so as to be delivered as a result.
For example, it is written: "THE PEOPLE SPOKE AGAINST GOD AND AGAINST MOSES, saying, “Why have you brought us out of Egypt to kill us in the wilderness? For there is not bread nor water; and our soul loathes this hollow bread.” AND THE LORD SENT INTO THE PEOPLE SERPENTS [ophis 3789 in Greek], deadly serpents, and they bit the people, and many people of the sons and daughters of Israel died. And the people came to Moses and said, “WE SINNED, for we have spoken against the LORD and against you" (Numbers 21:5-7).
Jesus used the same term for "SERPENTS" to describe demons, as it is written: "the seventy returned with joy, saying, “Lord, even THE DEMONS are-subject (to) us in Your name”." (Luke 10:17), "Behold, I-have-given you the authority to-trample on SERPENTS [ophis 3789 in Greek] and scorpions" (Luke 10:19).
The people in Numbers 21 understood that this was a DISCIPLINE from God which could be reversed, and so they asked: "pray therefore to the LORD, and LET HIM TAKE AWAY THE SERPENTS FROM US" (Numbers 21:7).
As a result, God set in place conditions for the people to fulfill in order to turn away from their sin (of not trusting God) and be delivered from the serpents, as "Moses prayed to the LORD for the people. And the LORD said to Moses, “Make for yourself a serpent, and put it on a signal-[staff]; and it will be that if a serpent shall bite a person, everyone having been bitten, HAVING LOOKED AT IT WILL LIVE.” And Moses made a serpent of bronze, and put it upon a signal-[staff]; and it happened that whenever a serpent was biting a person, and HE LOOKED AT THE BRONZE SERPENT, HE KEPT LIVING" (Numbers 21:8-9).
By doing what they missed doing in the first place, the DISCIPLINE they received could be taken away.

Evil spirits can make people realize that they sinned against God:

By being disabled by evil spirits, someone may come to understand that they sinned against God and need to turn to Him to be delivered of that by meeting the conditions necessary for that deliverance (for the discipline to not be needed anymore but the lesson from that discipline to be learned and applied).
People may first need the conditions of repentance and faith to be delivered from demons:
It may be possible for evil spirits which entered people to leave people on the conditions of repentance and faith being fulfilled first.

If it is possible for demons to enter people as a result of a discipline, then repentance and faith from the reason why they entered can be an appropriate response for a deliverance to be possible as a result.
Indeed, this principle may be illustrated in the following example, where Paul wrote: "Hymenaeus and Alexander, WHOM I-HANDED-OVER (TO) SATAN IN-ORDER-THAT THEY-MAY-BE-DISCIPLINED NOT TO-BLASPHEME" (1 Timothy 1:20). The handing over to Satan was in order that they may be disciplined not to sin a specific sin they committed (and by being trained by that discipline, sharing in God's holiness instead).
If the conditions may not be fulfilled, the demon may not be cast out. Consider for example how Satan entered Judas as a judgment, but Jesus did not try to cast out Satan from Judas because Judas did not meet the conditions for this to happen.
