For example, Satan entered Judas, but it is not written that Jesus decided to unconditionally cast Satan out of Judas.

Jesus did not cast out Satan from Judas:

Satan entered Judas, but it is not written that Jesus decided to unconditionally cast Satan out of Judas.

It is written about "JUDAS, (son of) Simon Iscariot" (John 13:26) that "after the piece-of-bread, at that time SATAN ENTERED INTO THAT (ONE). Then Jesus says (to) him, “What you-are-doing, do quicker”." (John 13:27). Notice here that Jesus did not unconditionally decide to cast out Satan from Judas, but instead Jesus just spoke and Satan remained inside of Judas. 

Judas left and later, when Jesus was in a garden, "JUDAS, having-received the (Roman) cohort, and officers from the chief priests and from the Pharisees, COMES THERE with lanterns and torches and weapons" (John 18:3). Again there is no mention that Jesus tried to cast out Satan from Judas when Judas came back with the Roman cohort to hand Jesus over, even though this was the purpose for which Satan then entered Judas, as it was written before Satan entered Judas that "the devil already having-put into the heart (of) JUDAS, (son of) Simon Iscariot, that (he) should-hand Him [Jesus] over" (John 13:2).

In the account in Luke it is then written that "JUDAS, one (of) the twelve, was-preceding them. And HE-DREW-NEAR (TO) JESUS TO-KISS HIM. And Jesus said (to) him, “Judas, are-you-handing-over the Son (of) Man with-a-kiss?”" (Luke 22:47-48). Even when Judas drew near to Jesus to kiss Jesus (to hand Jesus over), Jesus is not described to unconditionally decide to cast out Satan from Judas, even though earlier in that chapter it was written that "SATAN ENTERED INTO  JUDAS" (Luke 22:3) in order for Judas to hand over Jesus, without any mention that Satan left Judas.


There is no record of Jesus casting out demons from people actively resisting Him:

There seems to be no explicit Biblical evidence that Jesus ever cast out demons from people who would have been actively resisting Him or would have been otherwise antagonistic toward Him personally.
